Effective April 28, 2025, the state pays whatever is needed for on-time debt service and other constitutionally required funding, like the Capital Reserve Fund, until the new budget takes effect. It also maintains the General Reserve Fund at the amount required by law. These rules apply only if the 2025–2026 fiscal year begins without a general appropriations act.
Effective April 28, 2025, the state keeps paying recurring expenses at the levels in Act 226 of 2024 if the 2025–2026 fiscal year starts without a new budget. This lasts only until the new general appropriations act takes effect. Parts IA and IB of Act 226 stay in force until that date, and then payments under this resolution are treated as part of the new budget. One-time appropriations in Act 226 are already made and are not paid under this stopgap.
