Gaffney utility board adds two seats

Beginning May 13, 2025, the Board has seven members: the original three, two seats added in 1980, and two new district seats. The new seats represent District 6 and District 7 in the Board’s Cherokee County service area outside Gaffney city limits. District 6 is west of S.C. Highways 11 and 18; District 7 is east of those highways. Each commissioner must be a qualified voter in the district and live in a home with an active Board utility account. Voters in each district choose their commissioner by majority vote in a special 2025 election set by the county elections board. That election must happen in 2025. The first term for each new commissioner matches the longest remaining term of any current commissioner.

New election rules for utility board

Starting May 13, 2025, all Board commissioners are elected by majority vote to six-year terms. These elections run at the same time as Gaffney’s regular municipal elections, and commissioners serve until successors are elected and qualify. If a seat becomes vacant 180 or more days before the next general election, or if it is from death, resignation, or removal, a special election is held on the thirteenth Tuesday after the vacancy. Otherwise, the seat is filled at the next regular election for the rest of the term. Anyone running must file with the county elections board by 60 days before a general election or 45 days before a special election, use the county form, and pay the same filing fee as Gaffney City Council candidates. Missing the deadline or fee means you cannot appear on the ballot. The first District 6 and 7 vote is a special election.

Older Gaffney board laws repealed

Effective May 13, 2025, Act 205 of 1953 and Act 128 of 1967 are repealed. Those older rules no longer apply to the Board of Public Works. The new structure and election rules in this act control.
