Keeps state services running without a budget
When FY 2026–2027 starts without a new budget, the state keeps paying recurring costs at Act 69 of 2025 levels. The law extends the effective dates of Parts IA and IB of Act 69 of 2025 until the new FY 2026–2027 budget takes effect. Once that happens, payments made under this resolution count as made under the new budget. Effective May 15, 2026.
Debt payments and reserves stay funded
The state uses the general fund to make all required debt payments on time. It also makes constitutionally required transfers, including to the Capital Reserve Fund. The General Reserve Fund is set at the level required by law. These rules apply until the FY 2026–2027 budget takes effect. Effective May 15, 2026.
One-time projects not funded during gap
One-time appropriations in Act 69 of 2025 are treated as made. But this resolution does not fund them while there is no FY 2026–2027 budget. Those items must wait for the new budget or another law for funding. Effective May 15, 2026.
