The law authorizes spending $1.72 million in donated money to expand South Dakota State University's existing swine wean-to-finish barn. The Board of Regents can contract for design, construction, furnishings, equipment, maintenance, and related services. It can also accept federal money, donations, and other outside funds through a special project fund. The cost estimate uses 2026 prices and can rise for inflation, later regulations, or added outside funds. Inflation adjustments use the Engineering News-Record Building Cost Index. The adjusted estimate cannot exceed 125% of the original estimate, or $2.15 million. Project debts cannot become claims against the state, its property, or its funds. The Bureau of Human Resources and Administration oversees design and construction. The Regents' executive director approves payment requests, and the State Auditor issues payments. Money not legally spent or committed reverts under state law. The law took effect upon passage and approval; it provides no direct household payment.
