Funding for South Dakota university athletics

The law gives the Board of Regents $40 million in other-fund spending authority for a University of South Dakota athletic facility. It covers planning, site work, construction, furnishings, equipment, utilities, and related improvements. Plans include an indoor track, field-event and practice areas, athlete support spaces, and seating for 2,000 spectators. The Board can accept and spend federal funds, donations, and other project funds. The estimate uses 2026 prices. The Board can adjust it for inflation using the Building Cost Index and Engineering News-Record data, newly adopted regulations, or additional funds. The adjusted cost cannot exceed 125% of the original estimate, or $50 million. Project debt cannot become a claim against the state, its property, or its funds. The Bureau of Human Resources and Administration oversees design and construction; the Regents' executive director approves payments through the State Auditor. Money not lawfully spent or committed reverts under state law. The law took effect upon passage and approval and creates no direct household payment.
