More projects qualify for South Dakota grants

South Dakota's future fund supports more types of research, education, and economic development projects. Research and equipment must support key industries, universities, industries found viable through economic analysis, or research projects. Scholarships support programs preparing students for South Dakota careers at public colleges, technical schools, or accredited nonpublic or tribal institutions. Apprenticeships, training, worker recruitment, and career education qualify through school districts, accredited nonpublic secondary schools, state agencies, or those higher education institutions. The fund also supports economic development infrastructure, business retention or expansion, and recruiting out-of-state projects or workers to South Dakota.

Tighter rules for South Dakota grant applicants

South Dakota's future fund awards reimburse only actual research or economic development project costs, rather than paying in advance. Before an award, businesses must submit plans describing goods or services, job types, education requirements, pay packages, accounting, and other public or private funding. The economic development office must give the Governor a detailed recommendation before approval; afterward, its commissioner and the applicant must sign an agreement before funds are spent. For awards over $1 million, applicants must provide itemized project invoices and proof of payment before any fund money is spent. Agreements must be posted on the state website and open to public inspection, except trade secrets and other sensitive or privileged information.
