South Dakota technical colleges disclose foreign funding

The South Dakota Board of Technical Education must publicly report covered foreign funding received by itself or its schools. The requirement covers funding received on or after July 1, 2026, from China, Cuba, Iran, North Korea, Russia, or Venezuela. Reports cover July 1 through June 30 and must appear on the Board’s website by August 31 each year. Each entry must show the amount, source, type, purpose, and whether the funding is part of an ongoing relationship. It must also include the source’s name and address when applicable, plus associated documents. Foreign entities include organizations registered abroad, those more than 10% foreign-owned, or those with any ownership from a listed country. Covered funding includes gifts, grants, contracts, payments for services, salaries, and wages, with no minimum dollar amount. Payments supporting a student’s tuition or related fees are excluded. Information protected by state or federal confidentiality law can be withheld. The law creates disclosure duties, not household payments or benefits.
