Funding Dakota State University's new athletics facility

The law authorizes an indoor facility for athletic practice and competition at Dakota State University's Beacom PREMIER Complex in Madison. It provides $13.33 million in spending authority for donated money, with additional federal, donated, or other outside funds allowed. Funding covers design, construction, equipment, furnishings, building systems, and related site work. The project also allows moving, building, or expanding the South Dakota National Guard's vehicle storage complex as needed. The Board of Regents can adjust the 2026 cost estimate for Building Cost Index inflation, later regulations, or additional outside funds. The adjusted estimate cannot exceed 125% of the original estimate. Outside funds go into a dedicated project fund, and project debt cannot become a claim against state money or property. The Bureau of Human Resources and Administration oversees construction; money not legally spent or committed returns under state budget procedures. The law takes effect upon passage and approval.
