$8 million for roads near Ellsworth base

The law gives the South Dakota Ellsworth Development Authority $8 million from the state general fund. The money funds public roads and related infrastructure needed to address construction impacts at Ellsworth Air Force Base. Eligible work includes road rebuilding, repairs, widening, added capacity, traffic safety, design, studies, analysis, oversight, and inspection. Administration is capped at 3%, or $240,000. By July 31 each year, the Authority must report the prior fiscal year's award recipients, amounts, and purposes. Reports go to the Governor's Office of Economic Development, Legislative Research Council, and Department of Legislative Audit. Money not lawfully spent or committed by July 1, 2040, returns to the state. The emergency law took effect upon passage and approval.
