State agencies must get aircraft advice

South Dakota agencies must consult the Aeronautics Commission before buying, transferring, or disposing of aircraft owned or operated by the state. The Commission must send its advice in a written report to the Governor and the requesting agency. The rule excludes unmanned aircraft, small unmanned aircraft, and small unmanned aircraft systems. The Board of Regents and its institutions are exempt when the board determines the aircraft's main use is educational. The South Dakota Board of Technical Education and its institutions have the same exemption when that board makes this determination.
