Annual fees for permitted livestock operations

South Dakota law sets annual fees for qualifying concentrated animal feeding operations and facilities that process or store manure or process wastewater. Covered operations have a water pollution control permit with a nutrient management plan. Livestock auctions and operations outside South Dakota or in Indian country are excluded. Fees use the maximum animal counts allowed by the permit and apply in addition to other taxes and fees. Rates are $0.43 per mature dairy cow, milked or dry; $0.30 per other cattle or bison; and $0.60 per horse. Rates are $0.03 per weaned pig under 55 pounds and $0.12 per pig weighing 55 pounds or more. Sheep or weaned lambs cost $0.03 each. Rates are $0.0055 per turkey, $0.0027 per chicken, and $0.01 per duck or goose.
