Public gets combat sports event information

The commission must make covered people’s names and registration or license status available to the public. It must also publish the date, time, and location of registered competitions and sparring exhibitions. The commission must keep written event records and maintain and verify bout results. It must report results to relevant state and federal governing bodies as required.

Combat sports participants face stricter rules

The South Dakota Athletic Commission is the sole state regulator for boxing, kickboxing, mixed martial arts, and paid sparring exhibitions. Athletes, officials, and seconds must register; managers, matchmakers, and promoters must be licensed. Covered events also need a commission registration certificate. Participating without personal registration or doing covered work without a license is a Class 2 misdemeanor. Holding or participating in an unregistered event is a Class 1 misdemeanor. The commission can seek court orders to stop violations, and its representatives can enter and inspect scheduled events. It must set rules for qualifications, event conduct, investigations, discipline, and suspensions. Its rules can exempt qualifying educational institutions and national amateur groups.

Combat sports organizers face event fees

The commission can charge fees for covered combat sports events in South Dakota. The revenue-based event fee is capped at 5% of gross revenue from all sources, excluding federal taxes. Revenue includes cable television and pay-per-view receipts. The commission can also set a minimum event fee of up to $5,000. Registration fees are capped at $100 each for boxers, kickboxers, mixed martial artists, inspectors, judges, physicians, and timekeepers. Manager, matchmaker, and promoter license fees are capped at $500 each. Actual charges depend on the commission’s fee schedule, and fees can fund administration and enforcement.
