4 provisions identified: 2 benefits, 1 costs, 1 mixed.
The law takes effect immediately. Its special rules apply when Tennessee lawmakers redraw congressional districts after the regular qualifying deadline for the 2026 elections. Candidates qualified before the law took effect need no new petition and remain qualified in the redrawn district with the same number. They can change districts or withdraw by filing a notarized statement with the Coordinator of Elections by noon May 15, 2026. District-change notices can arrive in person, by mail, or by email with a scanned signature. Without a timely change or withdrawal, candidates stay in the same-numbered district. The coordinator must promptly notify qualified candidates at their recorded addresses and county election commissions after the new boundaries take effect. Notices must also appear on the Secretary of State’s website and county election websites where available. Publication satisfies related election notice requirements. These special rules end December 31, 2026.
The state reimburses qualifying county election costs under the special rules for congressional districts redrawn after the regular 2026 qualifying deadline. County election commission chairs and secretaries certify expenses to the Secretary of State. After review, the Secretary of State certifies reimbursable expenses to the Comptroller of the Treasury for payment to counties. No total or per-county amount is stated. Civil cases arising from the redrawn districts or these special rules go before a three-judge panel appointed under state law. These provisions end December 31, 2026.
Candidates using the special 2026 congressional election rules cannot appeal a state party committee’s decision rejecting their party membership. The committee must file its decision with the Coordinator of Elections by noon May 17, 2026. This no-appeal rule ends December 31, 2026. Separately, Tennessee Code section 2-13-209 does not apply to the 2026 primary for U.S. representative. The supplied text does not explain that section’s requirements, so the exemption’s practical effect is unclear.
When Tennessee lawmakers redraw congressional districts after the regular 2026 qualifying deadline, a special filing period ends at noon May 15, 2026. Petitions need at least 25 registered voters’ signatures. Signers can live anywhere in a county wholly or partly within the congressional district. Original petitions go to the Coordinator of Elections, and certified duplicates go to the appropriate party’s state executive committee chair. The coordinator keeps a copy and promptly certifies qualified candidates to county election commission chairs after the deadline. Candidates who qualify during this special period cannot withdraw after the deadline. These rules cover the 2026 congressional primary and general elections and end December 31, 2026.
