Each Tennessee public school, including charter schools, must report its locally chosen tests each year using a state form. Reports must list each test’s name or purpose, subject, grade, and schedule. The state education department must publish a database that lets families compare tests and calendars across schools. The department must set a reporting deadline aimed at making this information available before each school year. The database must be public by July 1, 2027. State-required tests and screeners are excluded, as are teacher-directed classroom tests given only to particular classes to check subject skills.
Beginning July 1, 2026, the state education department must create a guide linking reading-screening results to projected state English test levels. This applies starting with the 2026–2027 school year. Vendors must also submit guides when their state-approved screeners are used by districts or public charter schools for required reading screening. The department must publish the percentage of students at each projected proficiency level using the state and vendor guides. These are projections for the Tennessee Comprehensive Assessment Program (TCAP) English language arts test, not actual test scores.
The law creates a nine-teacher board to review the latest school year’s TCAP tests and identify concerns about instruction. Members receive access to test performance data, results, and scores, plus every test item missed by at least 65% of students. The governor, Senate speaker, and House speaker each appoint three public school teachers. Each appoints one teacher for grades 3–5, one for grades 6–8, and one for grades 9–12. Appointments must also represent East, Middle, and West Tennessee. The education department supports the board, convenes its first meeting, and ensures at least three meetings each year. Department and State Board of Education staff with testing expertise participate. Members may have to sign confidentiality agreements; refusal means losing their seat and being replaced by their appointing authority. Members receive no pay or travel reimbursement.
