The law directs TACIR to study how governments give public notice. It reviews whether newspapers are still best; trends in newspaper numbers, publishing, subscribers; and broadband access in rural areas. It examines costs and needs for online notice systems, including permanent archives, data security, independent proof of posting, and practices in other states. It also reviews how much taxpayer money goes to newspaper notices and whether people should have to pay to read notices. State and local agencies must provide data, TACIR uses current resources, and it must report results to key committees and the legislative librarian; the law takes effect immediately.
