State punitive damages help fund victim services

Effective May 7, 2025, the law creates a restricted account for Utah victim services. After attorney fees and costs are paid, state punitive-damages receipts received after May 11, 2025, go into this account. Receipts received on or before May 11, 2025, go to the General Fund. Spending requires legislative approval and funds Children’s Justice Centers, sexual assault and domestic violence services, commission-recommended victim services, and administration. The account also accepts legislative funding, private gifts and grants, and interest earnings.
