More moving options for sign owners

Beginning May 7, 2025, Utah sign owners have more options when highway widening, construction, or reconstruction prevents continued use. Eligible roads include interstates, federal-aid primary highways existing on June 1, 1991, and National Highway System highways. Owners can move signs to either side of the same highway within the same municipality or unincorporated county. For state-highway work, the same-highway moving limit grows from 2,640 feet to one mile. New sites must allow outdoor advertising, and moves to another municipality or county require agreement with that jurisdiction.

Sign owners can restore blocked views

Beginning May 7, 2025, owners can adjust sign height or move signs when listed state actions block their view or readability. Covered actions include highway construction, widening, noise barriers, safety measures, grade changes, directional signs, and aesthetic improvements. Improvements to property after Utah's transportation department sells or otherwise disposes of it also qualify. Same-highway moves on eligible interstate, federal-aid primary, or National Highway System roads must stay within the same municipality or unincorporated county; state-highway moves also have a one-mile limit. These moves require commercial or industrial zoning and legal spacing, while alternative locations require agreement with the current or receiving jurisdiction.

Narrower payment protection for sign owners

Beginning May 7, 2025, Utah narrows an express compensation protection for sign owners affected by qualifying highway work. A government blocking an eligible move within the same municipality or unincorporated county must still pay just compensation. The amended rules no longer expressly require that payment for blocked moves to another jurisdiction, even with its agreement. This change applies to both the covered interstate and federal-highway relocation rules and the state-highway relocation rules.
