Landowner groups get annual hunting vouchers

Beginning May 7, 2025, Utah provides annual hunting vouchers through registered landowner groups that cooperate on wildlife management and public access. Groups need Wildlife Board registration, and enrolled land must provide deer, elk, or pronghorn habitat without joining another private-land permit program. The division multiplies each group’s share of the unit’s habitat acres by the previous year’s public-draw permits. It rounds decimals of .49 or less down and .50 or more up, provides at least one base voucher, and adds one extra voucher annually. A landowner or eligible transferee can use a voucher to buy a hunting permit; the law does not set permit prices.

Larger landowners get extra elk vouchers

Beginning May 7, 2025, qualifying owners of 4,000–8,999 contiguous acres can receive up to two extra bull elk vouchers annually. These are separate from the regular draw’s 5% allocation, and the division sets the number. The division reviews numbers every three years and can reduce or end extra vouchers when average harvested bull age falls below the unit’s management goal. Exclusions cover land or owners in units with a landowners association on May 7, 2025, and association members on that date. They also cover land or owners with an option to join a cooperative wildlife management unit, or in a unit registered before May 7, 2025.

Private landowners get elk voucher draws

Beginning May 7, 2025, Utah offers an annual bull elk voucher draw for owners of 640–8,999 contiguous private acres in a limited-entry elk unit. Owners can apply for one voucher per complete 640-acre block; all owners must agree, and blocks cannot appear in multiple applications. Land in a cooperative wildlife management unit or landowners association program is excluded; the division verifies ownership, acreage, and seasonal elk habitat, with approval continuing unless ownership, acreage, or habitat changes. Vouchers equal 5% of the unit’s public-draw bull permits, split equally between owners with 640–3,999 acres and 4,000–8,999 acres; odd extras alternate between larger owners in odd years and smaller owners in even years, while a single voucher goes to smaller owners. Vouchers can be sold, donated, or transferred to legally eligible hunters, who must buy a permit and hunt only the applicant’s qualifying land using one board-approved weapon during its season.

Participating landowners lose wildlife damage claims

Beginning May 7, 2025, receiving a bull elk voucher blocks the applicant from getting a depredation bull elk permit. It also blocks wildlife-damage compensation claims for the applicant’s private land in that elk unit during the same fiscal year. Separately, landowners participating in the association program cannot claim compensation for big game damage to enrolled land. The association restriction applies through participation, not just during a year when a landowner receives a voucher.
