Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Urban farm owners skip annual tax renewals

Qualifying urban-farm owners no longer need an annual renewal application to keep their farm property tax assessment. The land must have received the assessment in the prior tax year. Eligibility information must remain unchanged, except for information covered by Utah Code Section 59-2-1703(2)(b). The change took effect May 7, 2025, and applies back to January 1, 2025.

Urban farm owners face tax paperwork requirements

After approving an urban-farm assessment application, county assessors may request a new application or signed proof that the land qualifies. The request must be in writing, and owners must respond by the date it lists. Assessors must also require new owners of land already in the program to apply for the assessment. These changes took effect May 7, 2025, and apply back to January 1, 2025.
