Utilities review grid technology and recover costs

Beginning May 7, 2025, large-scale Utah electric utilities proposing transmission additions or expansions must analyze advanced technology alternatives, including costs and deployment timing, in resource plans, rate cases, or other proceedings. Covered technologies include line ratings based on real-time conditions, power-flow controls, tools to route electricity around congestion, higher-capacity wires, and energy storage. The analysis must assess capacity, efficiency, congestion, reduced cuts to power generation, reliability, wildfire ignition risk, resilience, and connections for new energy resources. Each resource plan must summarize existing and planned advanced technologies, and Utah's Public Service Commission must encourage their deployment in those plans. When the commission finds deployment cost-effective based on the analysis, it must approve recovery of prudently incurred technology costs through utility rates.
