Utah combines wildfire funds and balances

Beginning July 1, 2025, the Utah Wildfire Fund replaces older wildfire funds and program rules. It pays wildfire costs on state lands and private land in unincorporated areas where fire management authority is delegated. Payments require written approval from the state forester or an authorized representative. For July 1, 2025–June 30, 2026, the law moves $150.0225 million from three older funds into the new fund. This includes $3.5498 million from interface prevention funds, $140,200 from preparedness grants, and $146.3325 million from suppression funds. Beginning January 1, 2026, specified county-related deposits from the forestry division also enter the fund. Qualifying wildfire and disaster recovery transfers are excluded from Utah’s state spending-limit calculation.

Utah sets yearly wildfire prevention funding

Beginning July 1, 2025, Utah must fund wildfire prevention each fiscal year using the larger of two amounts. One is $10 million. The other is $3 million plus 10% of prior-year wildfire fund deposits not spent on wildfire costs. If the state forester finds catastrophic need, this money may instead pay wildfire costs.

Yearly transfers support Utah wildfire response

The wildfire fund receives 30% of prior-year mineral lease bonuses, capped at $2 million and 20% of prior-year fund spending. Starting with the fiscal year ending June 30, 2026, annual state transfers are $4 million until they total $20 million. After that, yearly transfers equal the smaller of $4 million or the amount needed to reach a $70 million balance. These transfers follow required Medicaid stabilization and General Fund budget reserve transfers. An operating deficit reduces wildfire transfers only after the disaster recovery transfer is reduced to zero.

Broader wildfire costs can be recovered

Beginning July 1, 2025, delegated state fire management responsibility includes wildfire and prevention costs, not just suppression costs. When Utah’s forestry division accepts that authority, it may seek repayment from property owners or other entities responsible for those costs. The law does not set a specific charge.

Local wildfire help comes with duties

Beginning July 1, 2025, more local political subdivisions can qualify for cooperative wildfire agreements with the division director’s approval. They must be responsible for providing wildfire suppression services and paying their costs. Eligible entities must agree to carry out prevention, preparedness, and mitigation actions in division-approved plans for communities near wildlands. The division may set plan rules requiring descriptive and measurable risk-reduction actions. It may also award local or volunteer fire departments capacity-building grants under agency rules, capped at $300,000 total each fiscal year.
