Benefit access for full-time water commissioners

Starting May 7, 2025, Utah water commissioners who meet regular full-time employee requirements are appointed officers. They can qualify for health and retirement benefits, with eligibility decided by the distribution system committee. Benefits are not guaranteed for every commissioner. Commissioners remain exempt from the Utah State Personnel Management Act.

Utah gains broader water project powers

Starting May 7, 2025, Utah's Board of Water Resources can contract to build or buy water and power projects. Projects must serve Utah residents through water and power conservation and use, and contracts must follow state water-project rules. Utah's water agent can negotiate interstate water projects that increase or affect water available in Utah, including needed land or facilities. The law removes the prior restriction on interests governed by interstate water agreements. The agent must consult the House speaker, Senate president, and governor, and can also negotiate with tribes about Colorado River water. The agent can recommend negotiated projects that serve Utah's people and water resources; the board can then contract for them. These changes set no project funding or household payments.
