Beginning May 7, 2025, Utah’s governor’s budget office and legislative fiscal analyst jointly run an agency efficiency process. They set roles, selection rules, review methods, and measures of service, cost, or time savings. They also decide whether to offer rewards or use an advisory committee, and how to notify the legislative auditor. Covered entities must report progress to both offices by October 1 each year; legislative department processes are excluded. The legislative auditor independently reviews each evaluation, verifies progress, and reports findings to both offices and the Legislative Management Committee. Before December 31 each year, the budget office reports status and recommended changes to the governor. The fiscal analyst reports the same information to the Legislative Management Committee.
Beginning May 7, 2025, Utah agencies whose efficiency changes save money can ask to keep some funds available beyond year-end. Those funds can support employee retention or performance incentives; no employee payment is guaranteed. Carryover funds remain limited to listed funds and programs with an approved designation, legal authority, or efficiency review. Legislative budget subcommittees must review accounts and funds with carryover authority. Agencies must submit spending plans by October 1, including prior-year results and any multiyear savings target’s estimated cost and years needed. The State Board of Education’s corresponding report is due October 10 each year. The law provides no new funding.
