Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Newborn hearing checks and family privacy protections

Beginning May 7, 2025, Utah requires newborn hearing tests regardless of how many births occur at the birth setting. Parents or guardians may object if they belong to a qualifying, well-recognized religious organization whose teachings oppose the tests. The health department must provide testing and storage information before testing, and publish and provide a privacy consent form before heelstick screening. The department can keep newborn samples or genetic data only with a parent's or guardian's consent. Without consent, it must destroy both when testing ends.

Pregnancy test offers for incarcerated women

Beginning May 7, 2025, Utah requires pregnancy test offers for female prisoners under 50. State corrections must offer testing upon admission or within a reasonable time afterward. County sheriffs must offer testing after more than 72 hours in custody for a state or local criminal offense. Prisoners can refuse the test.
