Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

More state workers qualify for performance pay

Beginning May 7, 2025, Utah expands access to performance pay, including for Schedule AB employees. Workers in jobs without retirement benefits or lasting fewer than 12 consecutive months need their agency's approval to participate. Above-range pay is no longer limited to classified-service workers. An employee's performance rating must justify that pay, and state human resources rules must authorize it. The law sets no raise amount.

State supervisors must complete yearly training

Beginning May 7, 2025, supervisor-training coverage follows an agency's performance-pay policy. Covered supervisors must complete training within six months after hire or promotion. They must also attend training at least once each year.

Wider performance-pay participation brings agency duties

Beginning May 7, 2025, independent entities can choose to join Utah's performance-pay system. They must notify the state human resources division in writing and agree to follow applicable law, rules, and policies. Covered agencies must adopt and maintain performance-pay policies in consultation with the division. The law removes the old July 1, 2023, adoption deadline but keeps this ongoing duty.
