Utah school funding gains a backup

Beginning May 7, 2025, Utah can use its education stabilization account to cover gaps in required local school funding. This option applies when the minimum basic tax rate cannot raise the amount set by lawmakers. Funding requires available ongoing appropriations, follows state constitutional limits, and is not guaranteed each year. Utah tax, budget, and legislative fiscal officials must also agree on two school property tax rates by June 22 annually. These are the minimum basic tax rate and the WPU value rate, which supports funding tied to weighted student counts.
