Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Engineering Contractors Gain Work and Qualification Paths

Beginning May 7, 2025, general engineering contractor applicants can meet the experience requirement with four years of relevant full-time paid work. Journeyman linemen licensed in another jurisdiction have an alternative path, with requirements set by Division rules. Licensed general engineering contractors can perform or supervise electrical utility work, including underground electric utility conduit. Existing limits remain: no other electrical work, plumbing, mechanical work, or specialized engineering work beyond their competence.

Heating and Cooling Contractors Face License Requirements

Beginning May 7, 2025, Utah provides a heating, ventilation, and air conditioning contractor license to qualified applicants. Applicants must show at least two years of full-time paid HVAC work and pass an exam. Licensed work includes installing, maintaining, repairing, and servicing these systems and their gas lines. Applicants must also complete an approved five-hour business and law course. This course is not required for applicants who completed the required 25-hour course before July 1, 2019.

Trade Contractors Can Gain Work Through Rules

The Division can authorize more work for general and residential electrical and plumbing contractors through rules, not automatically. The law also expressly includes equipment that uses electrical energy in the general electrical contractor definition. The commission can further define work scopes for those trades and HVAC contractors. The director must agree, and the commission must follow Utah's public rulemaking process.

Construction Labor Suppliers Pay Ownership Filing Fees

Beginning May 7, 2025, unincorporated businesses supplying owners as construction workers to Utah-licensed businesses must pay ownership filing fees. A fee is due when filing the required ownership list or recurring ownership status report. The Division sets the fee amount; the law does not state a dollar amount.
