Broader pay comparisons for public safety workers

Beginning May 7, 2025, Utah expands salary comparisons for law enforcement officers, correctional officers, and dispatchers. The annual compensation-plan survey must include at least the state's three largest local governments. It must also include every state law enforcement agency with jobs comparable to the job being surveyed. These comparisons guide pay planning but do not guarantee raises.

New pay plans for conservation officers and firefighters

Beginning May 7, 2025, Utah requires special pay plans for covered Department of Natural Resources law enforcement officers and wildland firefighters. Covered firefighters must have firefighting training and hazardous-duty assignments within the Division of Forestry, Fire, and State Lands. Plans must set separate salary ranges and proposed pay progression for each job class. They must also address qualifications, training, performance reviews, and promotion standards. Salary-increase and funding recommendations must enter the annual compensation plan, due October 31. The law provides no new funding or guaranteed raises. Pay changes require legislative funding and generally take effect July 1 following enactment unless otherwise specified.
