Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 2 costs, 1 mixed.

Vehicle owners can choose dual renewal reminders

Vehicle owners can choose to receive registration expiration notices by both email and mail. When owners choose electronic notices, the Motor Vehicle Division must send an email at least 30 days before registration expires.

Off-highway owners prepay two-year program fees

Beginning January 1, 2026, two-year off-highway registrations carry twice the applicable 12-month off-highway registration fees. Off-highway vehicles and street-legal all-terrain vehicles also pay twice the safety and education fee for two-year registration. Their search and rescue fee is $1 for two years, compared with 50 cents for an annual registration or renewal. Required deposits from off-highway registration fees also double; these deposits are not a separate owner charge.

Vehicle owners prepay two-year registration charges

Beginning January 1, 2026, two-year registrations carry twice the applicable 12-month registration fee and electronic payment fee. The uninsured motorist identification fee also doubles unless the vehicle is exempt. County highway fees double only where the county imposes the fee and the vehicle is not exempt. Motor carrier fees double for vehicles or vehicle combinations weighing more than 12,000 pounds when loaded. The statewide uniform fee generally doubles, but when a vehicle crosses age brackets, owners pay each year's applicable bracket amount.

Two-year registration with more paid upfront

Beginning January 1, 2026, owners can choose two-year registration for trailers, electric motor vehicles, off-highway vehicles, and street-legal all-terrain vehicles. Interstate apportioned vehicles are not eligible. The term starts on the registration month's first day and ends on the 24th month's last day. Owners pay twice the 12-month taxes and fees upfront, including applicable driver education fees; required fee deposits also double. The Motor Vehicle Division can issue two 12-month decals.
