Students get refund rights and disclosures

Beginning May 7, 2025, covered Utah private postsecondary schools must provide written disclosures before enrolling students or accepting payment. Students can cancel enrollment agreements during a three-business-day cooling-off period. It cannot end before midnight on the third business day after the latest of four events: signing the agreement, paying for services beyond an application fee, first attendance, or first access to services. Refunds cover all money paid except a reasonable application fee and a deposit capped at 10% of first-term tuition. Schools must also explain their refund rules after that period. Required disclosures cover school identity and location, admission requirements, facilities, faculty, equipment, program length, completion requirements, and links to state licensing requirements. Schools must disclose all charges, financial aid policies, full financing terms—including income-sharing agreements—and school and applicable program accreditation. They must report required student outcomes and the existence and amount of any surety bond, certificate of deposit, or irrevocable letter of credit. Schools must explain how to complain to state regulators, accreditors, and licensing bodies; conspicuous website links can provide complaint contacts.
