Drivers face new livestock crash rules

Beginning May 7, 2025, Utah law presumes driver negligence in civil cases involving certain highway crashes with open-range livestock. This applies when livestock drift onto the highway to or from their usual range. Drivers can challenge that presumption. A highway collision with domestic animals or livestock does not, by itself, create a presumption of owner negligence. In covered open-range cases, payment for the livestock is capped at replacement cost; this does not cap all crash damages.
