Paid college work placements for students

From July 1, 2025, through December 31, 2027, Utah's cooperative education program provides paid work for college credit. Participating schools are Weber State University, University of Utah, Southern Utah University, Utah State University, Utah Tech University, and Utah Valley University. Students must meet their school's admission rules; placements occur in their third or fourth year and last two continuous academic terms. Work must fit degree requirements, maintain full-time student status, and initially focus on high-demand engineering fields, including life sciences. Employers must pay at least minimum wage, provide industry-standard compensation, and schedule at least 32 hours weekly while accommodating academic requirements. Students receive supervised work, qualified mentors, preparation workshops, and ongoing advising.

New portal connects Utah job seekers

Beginning July 1, 2025, the Utah High-Demand Talent Portal connects students, recent graduates, and job seekers with Utah employers. Qualifying jobs must show above-average projected Utah growth, pay at least the state median wage, and meet state star-ranking criteria. They must also show high societal demand and impact; job categories are updated at least annually using current labor-market data. The administrator checks employer registration and good standing with the State Tax Commission. The mobile-friendly portal provides job matching, resume uploads, salary and skills information, training links, and internship and apprenticeship resources. It must meet accessibility and security standards, collect feedback, and provide annual usage and placement reports.

Utah funds job matching and placements

The law provides a one-time $500,000 from Utah's Income Tax Fund to the Board of Higher Education–Talent Ready Utah. Funding is for fiscal year 2026, running from July 1, 2025, through June 30, 2026. It supports the job portal, placement management system, program design, promotional materials, and two years of administration. The higher education commissioner's office must submit an annual evaluation by September 15 to higher education boards and legislative committees. Reports must cover placements, employers, feedback, career readiness, workforce outcomes, retention, and recommendations and resources needed to expand the program.

Employers take on student placement liability

For co-op placements from July 1, 2025, through December 31, 2027, employers must maintain appropriate insurance. They must also protect participating schools against claims arising from placements through required indemnity agreements. The Utah System of Higher Education and participating schools are not liable for acts or omissions of co-op workers or employers. Employers must report workplace injuries, safety incidents, performance concerns, and proposed terminations to participating schools. The higher education commissioner's office must set procedures for safety, liability coverage, disputes, and early termination.
