Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

No required garages for affordable homeowners

Beginning May 7, 2025, Utah cities and counties cannot require garages for qualifying attached or detached single-family affordable homes. The home must be priced at 80% of the county median home price. The owner must use it as a primary residence for at least five years. Local governments can still require on-site parking.

Broader tax relief for housing nonprofits

Beginning May 7, 2025, Utah expands nonprofit property-tax exemption eligibility to housing organizations owned by covered nonprofits or housing authorities. Their property must be used exclusively for religious, charitable, or educational purposes. The change expands potential tax relief for these organizations, not a direct household tax break.

More parking flexibility for residential properties

Beginning May 7, 2025, covered Utah cities and counties face limits on parking rules for one- or two-family homes and townhomes. They cannot require covered, enclosed, or unobstructed spaces larger than 10 feet by 20 feet; uncovered spaces have a 9-by-20-foot limit. They must count an unobstructed tandem parking arrangement as two spaces toward parking minimums. They must also count a two-car garage as two spaces. Whenever a city or county requires a garage, each parking space inside must count toward its parking minimum.
