Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Housing help can cross agency boundaries

Beginning May 7, 2025, redevelopment agencies can use housing allocations to buy, build, or repair housing outside their boundaries. The housing must serve households that qualify for income-targeted housing. The agency and the community receiving the housing must have an agreement between local governments.

More local funding for homeownership help

Beginning May 7, 2025, redevelopment agencies can give housing funds to nonprofits helping community members buy or keep homes. The Utah Inland Port Authority can also contribute up to 10% of a project area's general differential revenue. That money helps low-income households who qualify for income-targeted housing buy or keep homes within 15 miles of that area. Both funding paths require agreements on allowed uses that match the nonprofit housing fund's mission. The agency's agreement must be written.

Private project payments can cover overdue debts

Beginning May 7, 2025, participation agreements must let agencies redirect private participants' payments to overdue property or privilege taxes. They must also allow payments to resolve local-government liens for past-due fees or charges. Before paying tax-increment or sales-tax revenue, agencies must check with the county treasurer for these debts. When the agreement authorizes it, the treasurer can send funding to the county or lienholder. Agreements made before May 7, 2025, must be updated as soon as reasonably practical.

New calculation for agency property-tax revenue

Beginning May 7, 2025, agency property-tax revenue calculations use each property's current taxable value and the agency's final tax rate. The final rate is the certified rate unless the agency adopts a different rate under state property-tax levy rules. The revenue effect depends on that rate; this calculation rule does not itself change a household's property-tax rate.
