3 provisions identified: 1 benefits, 1 costs, 1 mixed.
Starting July 1, 2025, price-regulated incumbent phone companies no longer have to serve every location in their local areas. They must keep basic home phone service at locations where customers subscribed on or before July 1, 2025. This protection lasts until the Utah Public Service Commission adopts findings allowing service to end. Since May 7, 2025, the commission must adopt federal findings when federal regulators approve a phone company's request to stop service. Households seeking service at other locations lose the same service guarantee.
Beginning May 7, 2025, the Utah Public Service Commission can restore carrier-of-last-resort duties in any wire center's service area. These duties require a phone company to serve locations in that area. The commission can act on its own or after a request for agency action. Before restoring or changing these duties, it must give notice, hold a hearing, and find that doing so serves the public interest.
Beginning May 7, 2025, carrier-of-last-resort support from Utah's phone service fund is limited to rate-of-return-regulated carriers. Separate eligibility and one-time payment rules for other carriers are removed. Eligible carriers must provide access lines, connections, or wholesale broadband, and the commission must find a funding shortfall. Reasonable costs must exceed specified basic home phone and other regulated service revenues, approved wholesale broadband rates, and federal universal service support. Starting July 1, 2025, areas served by price-regulated incumbents on June 30, 2025, are designated competitive and lose fund eligibility; Lifeline funding remains unchanged.
