Effective May 7, 2025, the law requires Utah to apply for Medicaid doula coverage before October 1, 2025. Utah must consult representatives of patients, doulas, physicians, nurses, and health care facilities when developing the state plan amendment. Medicaid must cover doula services once the amendment is approved; the law does not start coverage immediately. Services include non-medical advice, information, emotional support, and physical comfort during pregnancy, childbirth, and after birth. Utah must also set training and registration requirements through administrative rules for doulas serving Medicaid members. The law provides no new funding.
