Beginning May 7, 2025, Utah’s new Refugee Services Office provides resettlement services and runs a refugee cash assistance program. The office works with community partners and refugee advisory groups, following federal requirements and setting case assistance eligibility by rule. The law sets no cash payment amount or program duration. Utah’s workforce department may also coordinate help after federal refugee aid ends, including emergency help, English classes, and domestic violence services. That continued help must follow state and federal requirements; the law guarantees no particular service or funding amount.
Beginning May 7, 2025, the law creates a Refugee Services Fund for grants and training refugee service organizations. It can receive state appropriations, federal grants, foundation money, and individual donations; no total funding amount is set. Grants can support case management, emergency housing, English and interpretation services, job placement, and parents’ involvement in schools. They can also support health care, mental health care, child care, and refugee service delivery. Local governments and eligible nonprofit or service groups compete through a request-for-proposals process and must sign written grant agreements. Recipients must report spending periodically and undergo annual monitoring; fund money cannot pay administrative expenses. Investment earnings stay in the fund, and annual reports must describe its status and funded programs.
