Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Juvenile courts handle qualifying child adoptions

Beginning May 7, 2025, qualifying adoption cases go to juvenile court instead of district court. The juvenile court must have previously ended a parent's legal rights. It must also find that adoption is in the child's best interest.

Tighter custody rules and filings for parents

Beginning May 7, 2025, parents face tighter rules for changing permanent custody and guardianship orders. A parent can seek changes only if the order gave custody and guardianship to the child's other parent. The parent must also show a substantial and material change in circumstances. Filing in district court is required if the juvenile court ordered filing there or a related district court case began afterward. When a custody, support, or visitation case is already pending there, and the juvenile court grants permanent custody and guardianship to a parent, it must choose one parent to file that order there within a reasonable time.
