Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Youth drug prevention continues through 2030

Beginning May 7, 2025, the law extends Utah's youth drug prevention program and committee from July 1, 2025, to July 1, 2030. Related committee rules also remain in effect until July 1, 2030. The program's statewide prevention work includes nicotine products, alongside e-cigarettes, marijuana, and other drugs. Statewide efforts depend on legislative funding; the extension does not guarantee a funding amount.

Youth prevention funds follow spending priorities

Each year, spending from Utah's e-cigarette proceeds account depends on legislative approval and available money. Priorities come in this order: $2 million for health department enforcement against networks supplying minors; $1.18 million for Public Safety enforcement officers; and $1 million for additional health department enforcement. Next come $3 million for community prevention and $1 million for statewide quitting programs and prevention education. Last come $2 million for alcohol, tobacco, and drug prevention media, then $5.0842 million for school prevention programs. Local health department allocations follow a formula. When money runs short, payments follow this order, with partial payments allowed until the money runs out.

School behavior funding faces possible cuts

School funding provides $3,000 per school each year for positive behavior specialist stipends and $1,000 for behavior plan administration. When funding is insufficient, the State Board of Education may reduce either amount. The law makes the administration payment subject to cuts as well as the specialist stipend.
