Utah district board members gain pay flexibility

Beginning May 7, 2025, Utah special district trustees no longer face the $5,000 yearly pay cap. Boards set trustee pay, subject to the exception in Utah Code 17B-1-308(1)(e); no replacement dollar cap is set. Trustees can join district group health insurance on the same basis as district employees. District-paid employer matching employment taxes do not count as trustee pay. Boards can also pay daily allowances and travel expenses for up to 12 meetings or activities yearly. Those payments follow board rules or Utah Code 11-55-103. Administrative control board members can receive pay, daily allowances, and travel reimbursement to the same extent under the same law.

Public hearings required before district board raises

Beginning May 7, 2025, Utah special district boards must hold a public hearing before approving a board member’s pay increase. Boards must publish a Class A notice stating the hearing’s time, place, and purpose at least seven days beforehand. The hearing must be separate from other board public hearings. It can occur the same day as another board meeting, including immediately before or after it.
