More time for safe newborn surrender

Beginning May 7, 2025, Utah expands safe newborn surrender eligibility from about 30 days old to about 90 days old. The child’s age must be determined with reasonable medical certainty. The law adds $104,000 from the General Fund to the state health department’s Family Health program for July 1, 2025–June 30, 2026. Lawmakers intend $84,000 in ongoing funding for Newborn Safe Haven and $20,000 once for training and educational outreach materials. This is program funding, not a direct payment to households.
