Beginning May 7, 2025, a first impaired-driving conviction bars commercial driving for at least one year. This applies to anyone who holds or must hold a commercial driver license, even when driving a noncommercial vehicle. The ban starts seven days from the date of notice to the driver. Early license return after certain 120-day suspensions does not lift a commercial driving ban imposed under these disqualification rules.
Using a motor vehicle in specified drug felonies or severe human trafficking offenses brings a lifetime commercial driving ban. The drug felonies involve making, distributing, or dispensing a controlled substance. The ban applies after a conviction or administrative action, and the law bars reinstatement through the specified reinstatement process. The law removes possession with intent to make, distribute, or dispense a controlled substance from this qualifying felony list.
Utah must check the federal Drug and Alcohol Clearinghouse before issuing, renewing, replacing, upgrading, or transferring commercial licenses or instruction permits. Utah must deny those requests when the system reports that the driver is barred from commercial driving. Current holders reported as barred must downgrade to a class D license; failing a required downgrade can mean license denial. Federal notice that a driver is no longer barred allows commercial driving privileges to be restored. When federal notice confirms a mistaken identification, Utah must promptly restore those privileges and clear the records.
