Effective May 7, 2025, the law creates a temporary, 15-member committee to study whether Utah should develop a spaceport. Its required studies cover demand, jobs, construction and operating costs, financing, possible sites, and space activities. They also examine environmental and public safety risks, infrastructure needs, federal rules, military compatibility, and possible state tax incentives. Findings and recommended legislation are due to the economic development and transportation interim committees by September 30, 2026. The committee ends July 1, 2027, unless extended. The Department provides staff support, and the committee can hire consultants, form working groups, and add up to three non-voting members. Members receive no pay or benefits, but can receive daily expense and travel payments within state limits. Separately, the law provides a one-time $1 million for Transportation–Aeronautics Administration from the restricted Industrial Assistance Account. That funding covers July 1, 2025, through June 30, 2026, and provides no direct household payments.
