Beginning May 7, 2025, Utah expands protections beyond police dogs to all public safety animals. Covered animals are government-owned or used under contract for law enforcement, firefighting, search and rescue, military, or other public safety duties. Intentionally or knowingly killing one is a second-degree felony. Causing bodily injury, engaging in conduct likely to injure or kill, or placing dangerous poison, traps, substances, or objects is a third-degree felony. Class A misdemeanors cover taunting, tormenting, striking, assaulting, throwing objects at or in an animal’s path, and interference that inhibits a handler’s control. They also cover releasing animals from their controlled area, trespassing there, or placing food, objects, or substances there without the handler’s permission. In addition to criminal penalties, convicted offenders must repay the owner or employing organization for resulting replacement, training, and veterinary costs. Repayment depends on actual costs; the law sets no fixed amount.
Beginning May 7, 2025, public safety animals that bite someone qualify for an exemption from quarantine and other animal-control ordinances. The bite must occur under proper supervision by a public safety organization or during routine veterinary care. The organization and handler must make the animal available for examination at a reasonable time. They must also notify the local health officer if the animal shows abnormal behavior.
