Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Local governments get optional air travel guidance

Effective May 7, 2025, the law requires Utah’s transportation department to create an advanced air mobility toolkit by July 1, 2026. It must include model local rules, planning and operating practices, and policy resources, including guidance on landing sites. The department must keep the toolkit updated and publicly available on its website. It cannot require cities, counties, or other local governments to use any part of it.

Public outreach explains new air travel options

Since May 7, 2025, Utah’s transportation department must educate the public about advanced air mobility, including electric aircraft. Outreach covers studies, possible uses, transportation benefits, state efforts, job opportunities, community impacts, and possible development phases. The department must coordinate with industry leaders and state planning groups and provide opportunities to watch real-world demonstrations. The law sets no end date for the campaign.

Commercial aircraft operators face state registration rules

The law sets January 1, 2025, as the start date for a commercial aircraft registration requirement in Utah. It covers drones and advanced air mobility aircraft when federal rules require aircraft certification. Operators cannot use these aircraft commercially in Utah without a current registration certificate from Utah’s transportation department. The provision sets no registration fee amount.
