Higher traffic fines for drivers
The law raises fines for many traffic violations and uses a three‑tier schedule for first, second, and third offenses. Examples: using a cell phone while driving is $150, then $200, then $300. Leaving the scene of a crash is $500, then $1,000, then $1,500. Parking in a handicapped space is $1,000 and can require a court appearance. Some other listed offenses also require a court appearance.
Police impound lot and fees
The Police Department runs a secure impound lot for vehicles towed for violations, crashes, blocking traffic, or suspected crimes. Owners must pay $150 for towing, $35 per day for storage, and a $25 administrative fee to reclaim a vehicle. ATVs and dirt bikes count as motor vehicles under these rules. Owners get immediate notice and can ask the Police Commissioner for a hearing within 30 days. The Commissioner issues public rules and fee lists, but any fee increase needs approval by the Governor and Legislature, and the $25 fee can only fund lot upkeep.
Ticket money supports courts and youth
Starting October 1, 2025, each paid traffic ticket sends $3 to the Superior Court ($1 for administration, $2 for the Rising Stars Steel Orchestra), $2 to the issuing agency, and $5 to the Police Athletic League. The $25 impound administrative fee stays dedicated to lot upkeep. The rest of the law takes effect 30 working days after enactment.
