Clearer neglect protections for vulnerable adults

Beginning October 1, 2026, Vermont defines neglect as a caregiver’s, agent’s, or fiduciary’s failure to provide necessities for a vulnerable adult’s health or safety. Self-neglect is excluded, as are actions or inactions that follow the adult’s wishes, an authorized representative’s direction, or an advance directive. Neglect allegations in Vermont-licensed facilities or programs must go to the applicable state licensing unit. Allegations involving individuals licensed by the Office of Professional Regulation or Board of Medical Practice must go to that entity. Licensing entities receiving neglect reports must notify Adult Protective Services.
