More activities fall under Vermont lobbying rules
Beginning June 17, 2026, Vermont broadens lobbying beyond oral or written communications aimed at influencing lawmakers or administrative officials. Lobbying includes asking others to influence legislative or administrative action. It also includes communications or activities with officials meant to gain goodwill and influence action. Employer- or lobbyist-sponsored activities for interest-group members count when their main purpose is enabling members to influence officials or gain goodwill. These changes bring more activities under lobbying rules.
Vermont lobbying ads must disclose sponsors
Beginning June 17, 2026, covered ads must name the paying lobbyist, lobbying firm, or lobbyist employer. They must say the sponsor paid for all or part of the ad. This applies year-round to ads meant to influence legislative action or ask others to do so. Covered media include radio, television, newspapers, other periodicals, and websites. Spending $1,000 or more requires a separate report to Vermont's Secretary of State for each qualifying ad or campaign. A campaign groups ads that are substantially similar, even across different media. Reports must name the payer and payment recipient, give the amount and date, and briefly describe the ad or campaign. They must identify any introduced or enacted bill, issue, or specific person featured, and state support, opposition, or neutrality. No separate report is needed when all required reports and disclosures were already filed for that same ad or campaign under 17 V.S.A. chapter 61, subchapter 4.
