State panel on county and regional services

The law creates the County and Regional Governance Study Committee. It took effect on May 13, 2026. Six legislators serve: three House members and three Senators. They cannot all be from the same party. The House and Senate Government Operations chairs are co-chairs. Two more House members are named by the Speaker, and two Senators by the Committee on Committees. Members should come from different parts of the state.

Study of regional public safety and services

The committee studies how to improve county and regional government. It looks at public safety, emergency management, and public health across regions. It reviews regional planning, cutting duplicate services, and fair, clear use of public money. It examines county officials’ roles, nongovernmental service providers, climate resilience, and the roles of Public Safety and Vermont Emergency Management in all‑hazards events. It must report to the House and Senate Government Operations committees by November 1, 2027. The committee ends on November 2, 2027.
