Vermont licensing path for internationally trained doctors

Beginning July 1, 2028, internationally trained doctors can receive provisional Vermont licenses to work at participating health care facilities. Doctors must meet qualifications set by the Board of Medical Practice. The Board can grant full licenses after doctors successfully complete its licensing pathway and meet additional qualifications. Beginning July 1, 2027, the Board can adopt rules setting qualifications and facility assessment standards. Those rules must use the least restrictive regulation needed to protect the public interest. The Health Department's reporting duty took effect June 18, 2026. Working with the Board, it must submit a pathway report by January 15, 2027. The report must cover other states' programs, credential review resources, qualifications, supervision, recent practice, needed resources and legal authority, and implementation timing. It must include input from other states, credentialing services, the Windham County NAACP branch, Vermont medical and hospital groups, and other advocates and researchers.

Facilities must support provisionally licensed doctors

Beginning July 1, 2028, only hospitals, federally qualified health centers, and community health centers can participate in this pathway. Facilities must have an assessment program that meets Board standards and provide mentoring, evaluation, and help navigating U.S. health care. Fully Vermont-licensed doctors employed by the facility and physically in Vermont must provide that support. Provisionally licensed doctors can treat only patients physically in Vermont. Facilities must carry malpractice insurance covering these doctors throughout employment and cannot punish them for work-related complaints or claims.
